Pactopolis: a negotiation game like no other. Grow, negotiate & sustain the world.
Pactopolis: Grow. Negotiate. Sustain.
Players are 4 sectors (Agriculture, Energy, Real Estate, and Manufacturing) with asymmetric information and goals, called upon by the Government to develop a land area into a sustainable urban landscape.
Major goals of the game:
- 1. Grow your sector
a. Take advantage of the terrain beneficial for your sector and steer clear of disadvantageous terrain. b. You need resources from other sectors, so they need to grow too to be able to provide you with the resources you need. You also need to follow Government directives and adapt to any change in policies.
- 2. Negotiate a win-win with other sectors.
Earn the most negotiation points and money. Both convert to Victory points, albeit with different weightage.
- 3. Become the most prosperous city.
Check the health of the city at the end of the game to find out how holistic and sustainable your victory is!

Highly interactive, no downtime, non-zero-sum victory. The game rewards persuasion, trust-building, and long-term thinking. No two players experience the game the same way; no two games are the same.
In contrast to the traditional games where control is the key, this game will test your adaptability. The faster you can adapt to the situation, find novel solutions (together with your competitors) to overcome any obstacles, find and create value, the better you will do at the game (and perhaps also in real life).

Pactopolis: Grow. Negotiate. Sustain.
Pactopolis is a timed negotiations game where you play one of the 4 asymmetric, yet interdependent, sectors to sustainably develop a land area.
Played over 5 rounds, you get some plots for free and some you buy at auctions. You openly negotiate with other sectors to improve your assets and achieve your sector bonuses to grow and win. However, take care not to leave other sectors far behind. If they do not grow, both your growth and city health suffer.
You innovate for other sectors and construct collaboration buildings to gain what you desire, or you may collect assets and use these to land a deal.
You cut down forests and reclaim land to construct - but beware, you must remember to restore these, or you will face increasing fines each round. And of course, you will need to adapt to changing Government policies and actions.
